- Open the operating company (the legal entity) of your studios in Settings / Studio / Operating company and complete the company data, including the tax ID.
- In the section Country-specific tax information, set Financial Region Operating Company to the territory where the legal entity is registered for tax purposes. For Other financial region, also set Sistema Sii for cash register.
- In the section General, open the row Facilities and use Edit sharing settings to assign all studios of this legal entity.
- Create the cash register in Settings / Cash registers / Cash registers with Create a cash register.
- VeriFactu: in the dialog Activate cash register, click Download Fiskaly Agreement, sign the PDF electronically, upload it and click Activate.
- TicketBAI: register the serial number of the cash register with the tax authority of your territory and confirm this in the dialog Activate cash register. In Araba and Bizkaia this is required before the first sale, in Gipuzkoa after the first sale.
- Use the new fiscalized cash register and deactivate the old one. Fiscal compliance cannot be activated retroactively, a new start date always means a new cash register.
What is Fiskaly Sign ES
Fiskaly Sign ES is a cloud-based signature service that signs every cash register entry in Spain in real time and stores it in an immutable, chained data sequence. It is the basis for meeting the legal requirements of TicketBAI (in the Basque Country) and VeriFactu (in most of the rest of Spain).
Each transaction is individually signed with cryptographic methods and linked to the previous transaction. This results in a continuous, tamper-proof chain of cash register operations.
Regions and legal foundations in Spain
The Spanish tax system distinguishes several tax territories. What matters for you is in which territory your legal entity is registered for tax purposes, because the requirements depend on it.
- Araba (Álava), Bizkaia and Gipuzkoa: TicketBAI requirements of the respective province.
- Navarre: no cash register fiscalization through Fiskaly and no e-invoicing system.
- Canary Islands, Ceuta and Melilla: VeriFactu requirements.
- All other regions (mainland Spain outside the Basque Country and Navarre, plus the Balearic Islands): VeriFactu requirements. In the software, this territory is called Other financial region.
In TicketBAI territories, the signed data is transmitted promptly to the provincial tax authority (Hacienda Foral). In VeriFactu territories, the signed receipt data is sent to the Spanish tax authority (AEAT).
The financial region is configured once on the operating company (Settings / Studio / Operating company). All studios assigned to this operating company inherit its fiscal setup, a studio does not carry its own fiscal regime.
Which regime applies to your studios
The value of Financial Region Operating Company determines both the cash register regime and the e-invoicing systems you can select:

Sistema SII can only be selected for Other financial region, in the field Sistema Sii for cash register (Sii enabled). With SII enabled, the cash register is still created through Fiskaly, but it is active immediately and needs no Fiskaly agreement. What you need to consider in daily operations
Once your cash register is connected to Fiskaly Sign ES, most of the legal requirements are handled in the background.
- Signature and transmission: The software signs your cash register entries automatically and prepares the data for transmission to the responsible tax authority.
- No additional monthly or annual reports: For the recorded transaction data, no additional manual monthly or annual reports are necessary. They are covered through the interface.
- Receipt for every sale: You must issue a legally compliant receipt for every sale. It includes a QR code with the signed transaction data, so that customers or authorities can verify the information.
The exact layout of the receipt differs slightly between TicketBAI and VeriFactu. What matters is that all required information is present and the QR code is printed correctly.
Set up a fiscalized cash register
Step 1: Set up the operating company and assign your studios
- Go to Settings / Studio / Operating company and open the operating company that represents your legal entity. Complete the company data, including name, address and tax ID.
- In the section Country-specific tax information, set Financial Region Operating Company. For the rest of mainland Spain and the Balearic Islands, select Other financial region.
- Only for Other financial region: in the same section, set Sistema Sii for cash register. Select Sii disabled for VeriFactu. Select Sii enabled only if your company reports through Sistema SII. A cash register cannot be created while this field is empty.
- In the section General, open the row Facilities and click Edit sharing settings. Assign every studio that belongs to this legal entity.
A cash register for a studio in Spain can only be created once the studio is assigned to an operating company with a financial region.
Step 2: Create the cash register
Go to Settings / Cash registers / Cash registers and click Create a cash register. The cash register takes its regime from the operating company of the studio. What happens after saving depends on the regime:
- VeriFactu: the cash register is created but not yet active. The dialog Activate cash register opens right away (see Step 3).
- TicketBAI in Araba or Bizkaia: the cash register is created but not yet active. The dialog Activate cash register opens right away with the TicketBAI registration data (see Register a TicketBAI cash register with the tax authority).
- TicketBAI in Gipuzkoa, Sistema SII and Navarre: the cash register is active immediately.
If you close the dialog without activating, the cash register stays inactive. You can open the dialog again at any time from the context menu of the cash register with Activate cash register.
Step 3 (VeriFactu only): sign and upload the Fiskaly agreement
For VeriFactu, Fiskaly needs a signed agreement to transmit data to the Spanish tax authority on your behalf. Legally, this document is the Social Collaboration Agreement (acuerdo de colaboración social).
- In the dialog Activate cash register, click Download Fiskaly Agreement and save the PDF.
- Sign the PDF electronically, for example with VALIDe (online platform) or AutoFirma (desktop application), and save the signed version.
- Upload the signed PDF in the upload field of the dialog.
- Click Activate.
The agreement is stored once it has been uploaded. When you activate further VeriFactu cash registers later, the dialog only asks you to confirm the activation.
Step 4: Use the new cash register and deactivate the old one
- Use the new fiscalized cash register for your sales and check that receipts with a QR code are printed.
- Once everything works, deactivate the old cash register with Deactivate cash register, so that no sales run through a cash register without fiscalization.
Retroactive changes: Fiscal compliance cannot be activated retroactively for a cash register that is already in use. If fiscalized reporting must start from a new date, create a new cash register and use it from that date onward.
Register a TicketBAI cash register with the tax authority
For TicketBAI, Fiskaly does not register the cash register automatically. You register the serial number of the cash register with the tax authority of your province yourself. No Fiskaly agreement is needed for TicketBAI.
The dialog Activate cash register shows everything you need for this:
- Cash register identification number: the serial number to register, with a button to copy it.
- Expire date: the expiry date of the certificate.
- Tax authority portal: a link to the registration portal of your province (Araba, Bizkaia or Gipuzkoa).
- A checkbox with which you confirm that the serial number has been registered with your province.
The timing differs by province:
- Araba and Bizkaia: register the serial number before the first sale. After saving, the cash register stays inactive. Once the serial number is registered, tick the confirmation checkbox and click Activate. If you closed the dialog, open it from the context menu of the cash register with Activate cash register.
- Gipuzkoa: the cash register is active immediately. After the first successful sale, it waits for validation and blocks further sales. Register the serial number, then open the context menu of the cash register, click Activate cash register, tick the confirmation checkbox and click Activate. After that you can continue selling.
The software cannot check with the tax authority whether the registration was completed, this is your responsibility. Missing or late registration can lead to your TicketBAI submissions being rejected by the tax authority.
Technical background for support and technology
Fiskaly Sign ES provides the functions of the Spanish signing device (Dispositivo de Firma) as a cloud service.
- It generates the TicketBAI XML files and VeriFactu data sets in the prescribed format.
